On December 15, 2025, Government Decision No. 1094/2025 on the establishment of a state aid scheme for the compensation of the increase in excise duty on diesel used as motor fuel (hereinafter the "
Decision") came into force. The Decision provides for the partial reimbursement of the diesel excise duty to economic operators active in the road transport sector.
The state aid scheme was introduced in order to mitigate the impact of the increased excise duty on transport operators’ operating costs, to prevent the relocation of fuel refuelling to other EU Member States, and to preserve the competitiveness of the Romanian road transport sector.
Scope of application
The state aid scheme applies to economic operators licensed in Romania carrying out the following activities:
(i) road freight transport, whether for own account or for hire or reward, performed with motor vehicles or articulated vehicle combinations intended exclusively for road freight transport and having a maximum authorised gross weight of at least 7.5 tonnes;
(ii) regular or occasional passenger transport, with the exception of local public passenger transport, carried out with vehicles classified under categories M2 or M3, as defined under the applicable legislation.
Beneficiaries must cumulatively meet the eligibility conditions set out in the Decision, including, without limitation:
▸holding a valid Community licence issued in Romania;
▸using eligible vehicles;
▸not being in a situation of financial difficulty, insolvency, dissolution or enforcement proceedings;
▸having no outstanding state aid recovery decisions;
▸not benefiting from other compensation for the same eligible costs.
Nature and amount of compensation
The state aid consists of the reimbursement of the difference between the standard level of diesel excise duty and the reduced level established by the Decision, as follows:
▸RON 0.40 per litre for diesel fuel purchased during the period between October 1 and December 31, 2025;
▸RON 0.65 per litre for diesel fuel purchased during the period between January 1 and March 31, 2026.
Period of application and deadlines
The state aid scheme applies from the entry into force of the Decision, i.e. December 15, 2025, until July 31, 2026.
The compensatory measure established by the Decision applies to diesel fuel purchases made between October 1, 2025, and March 31, 2026, and payments may be made until December 31, 2026, included, within the limits of the budget allocated to the aid scheme.
