The value of the public procurement projects in which bpv GRIGORESCU was involved during last two years exceeds EUR 1.5 billion. From the establishment of the firm in 2006, bpv GRIGORESCU advised on public procurement projects with a total value that exceeds EUR 2.8 billion.
The best-known projects in which the firm has been involved include the acquisition of one thousand city buses by the Romanian transportation company RATB, procedures related to the acquisition of one hundred trams, procedures related to the acquisition of equipment for the issuance of biometric passports, the RoEduNet project and the acquisition of IT systems and ERM Solutions by central authorities such as the Ministry of Finance, the Ministry of Health and the Ministry of Justice. Furthermore, the bpv GRIGORESCU team has been involved in the procedures related to the rehabilitation of Bucharest – Campina and Bucharest – Constanta railway corridors. Currently, the team is involved as adviser for different bidders in connection with transportation infrastructure projects currently under preparation.
“Our activity was mainly targeted to providing legal advice to bidders from the private sector, who can benefit most from our multidisciplinary capabilities. The success of our team is supported by the fact that we are able to offer our clients not only our knowledge of procurement regulations, but also our capabilities in the field of corporate law and tax structuring, as well as our know-how in relation to public budget mechanisms. For many of our clients we are also working as legal project managers for the public procurement procedures in which they are involved.
Ultimately, if all amicable options of the parties have been exhausted, we advise and repre-sent our clients in all litigation procedures,” says Catalin Grigorescu, Managing Partner of bpv GRIGORESCU.
For bpv GRIGORESCU, public procurement is one of the main practice areas; the fees earned in connection with such projects remained constant over the years at a rate of 10-12 percent of the total amount of the firm’s fees. In anticipation of the growing public procurement activity, the firm strengthened its team since the begin-ning of the year by two lawyers.
In 2008 bpv GRIGORESCU registered a turnover of approximately EUR 3 million, in growth by 30% compared to the financial year 2007.
